Running a Visiontek Radeon HD 4650 Video Card on 300watt?

ok im going to buy a new video card to day i was looking at this 1

but it says u need at least a 400watt power supply now i have a 300watt can i run it with out any problems or should i get this video card instead

please help me im new to this video card thing i have a dule core 3.00Mhz 2gb Ram 320gb HD windows xp 1 CD/DVD reader 1 sound card i put in and 1 Lan card i have 1 open slot a PCI Express 2.0 x16 but i dont know if im able to run anykind of video card cuz of my power problem please tell me which can run good with no problems with my system???|||why don't you call up dell and ask them? they make the system, they should know.|||You could always just change your power supply, having spare wattage is always better than low watts straining to cope with your system, as with my previous computer - the power supply exploded after a GFX upgrade :P|||Yes, get new 450 or larger power supply.
