I have old pci slots what is the best video card out there direct x 9 compatible?

i have a radeon 2400 pci for my dell dimension 2400 i play command and conquer red alert three on it .it has 256 mb of ram but i want 512 and to be at least directx nine compattible|||I think the Nvidia 9400 GT is the best (cheap) PCI card out. It should play the Game if your other specs are good enough.
